Request for Proposal for Employee Benefits Brokerage and Consulting Services
Western Arizona Council of Governments (“WACOG”) is soliciting proposals from qualified insurance brokers and benefits consultants to provide comprehensive consulting and brokerage services related to the design, implementation, administration, and continuous improvement of WACOG’s employee benefits programs (listed in Section 3). WACOG’s long-term objective is to evaluate and potentially transition to a fully self-funded health plan or participate in a health insurance consortium, while maintaining competitive, cost-effective benefits for its employees.
WACOG intends to enter into an initial eighteen-month (18) agreement, effective January 1, 2027, with the option to renew the contract annually for up to five (5) years based on satisfactory performance and the continued needs of the organization.
WACOG is seeking a full-service broker and consultant that can provide strategic benefits consulting focused on relevant needs and cost savings strategies, comprehensive customer service, administrative support, regulatory compliance guidance, and proactive expert-level knowledge sharing. Preference will be given to firms with demonstrated experience serving grant-funded organizations, partially or fully self-funded health plans, and organizations operating in rural Arizona. Respondents should also possess a thorough understanding of the unique challenges associated with healthcare delivery, provider networks, and employee populations in rural communities.
